It is hard to conceive of something more stereotypically Vancouver and something that would make the list of stuff white people like. Maybe if Lululemon was distributing free samples outside or something.
That said they should have the right to breastfeed everywhere - heck if breasts were exposed all the time it wouldn't be a big deal.
